Tigger pods are probably the easiest to culture. Container and air pump. No light or heater needed. Feed phytoplankton. Change water once or twice weekly. Similar setup with phytoplankton but need a light

Yes you will need pods and phytoplankton to start a culture or what they refer to as a clean culture since you could technically take pods out of your sump any sump etc and put them in a container and culture them but they might be different types of pods in the same vessel

Yes phytoplankton needs light to grow. Yes you feed pods phytoplankton. You can also feed pastes made of algae yeast and corn flour etc but phytoplankton seems the most natural

is 250 ml enough?
Sure. Add to 250mL of saltwater. It will make 500mL total. You will later split the 500mL to make 1000mL. You will probably have to culture the phytoplankton for a month or so before you will have enough to feed pods. You will also need fertilizer called f/2. Make sure it says f/2. It could be miracle grow which is a lawn fertilizer and you don’t want that in your reef tank
