Dinos, hair algae, or both??

I'm really not sure if this is hair algae, dinos, or a combination of both. Can someone help identify? The tang eats the stuff I wipe off the glass, so I assume it's hair alage. How do i get rid of whatever it is?

What are your tank parameters? Is the tank new? Is it like a mat you can lift up off the sand?

looks like both... you should get a cheap microscope on amazon to identify the webbing on the sand. the stuff of the rocks looks like hair algae

if you buy snails to eat hair algae and you have dinos, the snails will eat the dinos and die...
