So my 11 gallon tank tends to build up a bit of foam on the surface. . . not realllllly a problem but it is unsightly. Might adding a skimmer help with this? If so, what would you recommend? In tank is probably the better option, but do those cause more micro bubbles? hang on could work but the only space for it is the front haha I guess that could work.

Honestly, I don't think a skimmer would do much, because the tank is basically "skimming" this stuff to the top. Typically this is handled with overflows for larger tanks.

My initial thought would be adding more surface flow/turbulence. It would help keep the "gook" in the water but a water change can handle it.

Hope this helps, and saves you some money.
