Best to use 4x4 post for the corners framed up with 2x4 and if you want to go crazy then get some metal "L" brackets. A sheet or two of 1/2 inch plywood and a box of 3 inch deck screws. You can go cheap and glue a trash bag for waterproof but it will tear so get a pattern of linoleum and glue that to the top to let water not stand on the wood. A few hinges or even a rail guide system for the door.
Dimensions are a personal thing try to find a level that might allow a sump or auto top off space but only tall enough for you to get easy access to the top without a stool. Also a small spot for stuff to set to the side couldn't hurt.
