Downdraft skimmer test pics & questions

Well its up and running BUT..
The reaction tube fills all the way up to the top, is it supposed to?
It seems to me that it has a little to much back pressure. The bio
balls I picked are the same diameter as the inside of the tube. Maybe
I should change them out for smaller.
The pump I'm running is a Little Giant 4-MDQ SC maybe its to big.
Have a look at the pics and see if you have an idea I can run with...
