Just a quick tip to help people who might need it.
Get the appropriate species of pistol shrimp first and let it establish a burrow. Next buy a suitable watchman goby. When introducing the watchman to the tank put it in a cup filled with tank water and place a laminated piece of paper or something similar over the top of the cup. Then lower the covered cup into the tank and flip it over and place on top of the shrimps burrow. Remove whatever you used to cover the top of the cup and now just let it sit there until the goby goes into the hole. Basically the goby is now trapped and its only option for escape is to go in the hole. I used a glass mason jar so I could see the goby inside the cup. I wouldn't recommend a glass that isn't see through. FYI if there is too much air trapped in the cup it will try and float away.
When i did this the shrimp came out of the hole to investigate and the goby immediately paired with it. Took less than 2 minutes.
