Check and calibrate the instrument you use to measure SG.
Age of tank?
How long have fish been in the tank?
Provide a secondary O2 source if able.

This kit is notorious for false test results and readings are likely higher. Do a sizable water change and add an air stone. Lighting in video is not the best but may be a gill disease such as flukes. Velvet is also a gill disease but would be noticeable.
