I have a 10 gallon Innovative Marine tank that I contains the following:

Fish:
Frostbite Clown pair

Inverts:
1 - Fire Shrimp
1 - Fighting Conch
3 - Bubble tip anemone
2 - Margarita snails
2 - Trochus snails
Various acans and soft corals

I would like to add a skunk cleaner shrimp as well, as the fire shrimp spends most of its time hiding. Would this work, or is it a bad idea to add an additional shrimp to the tank?

IMO your tank is too small For 2, Even for 1 shrimp

I would lose the anemones for sure in a small nano, however adding a shrimp isn’t a problem. Although you’ve got enough as some would say.
