Fix to Hydrofill ATO or Which controller?

I have a system that came with a hydrofill ato controller and pump system. The controller no longer works as one of the sensors always shows touching water.

So, can I fix this issue? There is no algae on the sensors and both have been cleaned. One works and one doesn't.

If not, what controller should I be looking at? I've googled JBJ and a few others but the negative reviews shy me away.

Not sure on how to fix your current ato but I highly recommend the AutoAqua Smart ATO. I have not had one single problem with this unit. It performs as advertised and contains no moving parts to end up getting stuck over time (such as the JBJ). Very small and has an overall great rating. Here is a link to it on BRS, though it may be possible to get it cheaper elsewhere.
