Flatworms won't stay dead

I can't use Flatworm eXit. That's illegal in the UK because it contains levamisole which, apparently, we'll all cut our cocaine with, and which will then cause our skin to go black and fall off. Or something.

So I use Flatworm RX which, while it appears to work, has never managed to get rid of them completely. Every couple of months I see them coming back from the dead.

Is there no way to make these wretched things stay dead, or is it me doing it wrong?
 
Have you tried a sapphire damsel or some other fish that eats flatworms?
Is that the same as a Springeri damsel? If so, I already have one. It doesn't seem to like the taste of flatworm. And I don't wish to increase my stock of fish any further.
 
Incidentally, if levamisole is the only answer, I can try getting some on prescription from our local vet - he makes enough money from my dogs.

In fact it seems to be getting worse - even if I overdose the tank with RX I see some flatworms that are clearly unaffected. I've got to take one my whippets for its jabs on Wednesday, I'll ask the vet while I'm there.
