I would be skeptical of anything from Lowes, Home Depot or even Amazon, honestly, as you really want to get high quality stainless steel, or they will just rust from the saltwater.
I got a pair of just bone cutters from BRS and I'm happy with mine. They don't rust, and it will cut off the peg of your frags plugs.
I don't really think the kits are sa good value, I think they include a lot of stuff you don't really need, and put it all in a fancy case. I'd start with bone cutters, it sounds like you need them. I also have a pair of stainless steel scissors (also from BRS), and a sharpe scalpel or razor knife may come in handy. I sometimes use a pair of tweezers to pull Zoas off rocks, so the tools you need will depend on what corals you're fragging. I'd get just what you need for your corals, and skip the kits
