I have a Goby that I have had for 7 months or so and he as always hung out at the bottom of the tank, hiding in and out of the rocks. The last day or so he has been acting weird and hanging out near the top of the tank...is this normal?

Not a lot of information, but can you think of any reason the goby would stay towards the top? Have you added or introduced anything to the tank recently?

Moved some rock around and always adding new coral....that's about all I can think of
If you happened to have moved some rockwork near where your goby usually stays, then the change in environment is likely the cause and your fish will find another spot to stay if not the same one. Moving rocks is actually a method I read about used to "reset" territory of aggressive fish so that when you introduce new fish, both the new fish and the previous one will be in new territory.

I've had my watchman goby for many years, it does that very rarely. Usually in conjunction with adding a new fish or rearranging some rocks.
