Goby Watchman not doing so well

I found my watchman goby lying under a live rock on his side/upside down. I thought he was dead. He moves very slightly yet. I've put him in a quarantine container in my tank. I've measured nitrate, nirtite and ammonia, and all levels are good. Salinity and temperature are good as well. I've put some food in there in case he hasn't been eating (not sure if he'll be able to or not, at this point...). I notice he seems to cough/spaz occasionally, almost like he can't breathe or get enough oxygen through his gills... Not sure what else to try/test.
I noticed in his middle, it is black. At one point, I saw some black liquid come out near his anal gland.
He lived with a pistol shrimp. It is believed that he has killed my other two peppermint shrimp, thus my hesitancy in getting more. Could he have done something similar to my goby? Is there any hope for him?

Fish looks very thin and can or may have internal issue such as bacterial or internal parasite.
the concerning part is the position of fish in holding box. Although there are a couple of treatments that would work, not sure if the fish will respond

You can attempt treatment but no guarantee on outcome.

Seachem neoplex or Kanaplex would help as would Ruby Rally pro
