Goni peeling flesh - help

Hello friends, I need some help - I've been out of town for 3 weeks and left my spouse in charge of the tank. Prior to leaving I was dealing with bottomed out nitrates, so I had started dosing nitrates. Unfortunately, they didn't get tested while I was gone and it has definitely upped the algae growth and the zoas are super happy. What's not happy are my encrusters and a few other things. I did a water change and tested to see where things stood:
Alk: 9.5 (a little high for my tank - usually at 9)
Calcium: 490
Mag: 1400 (a little low)
Nitrates: 1.7
Phosphates: 0.04
Salinity: 1.026
Temp: 77

However, today my oldest goni, a cherry red, is peeling tissue and I can see skeleton towards the base. The thing has grown on to the rock and I can't pull it out to try to dip it - any suggestions to save it?
 
I would frag the alive portion to start.

Then dip in anti biotics and coral dip, with some amino acids in the water.

Then lower flow and lower light area for a good while until they come back
