Green algae my tank

Hello group, good day, I've been trying to eradicate this green algae that I can see in the sand and rocks for several months now.

My levels are 10 nitrates and 0.11 phosphates and I'm gradually lowering them.
I had already controlled them but not stabilized them. It's been a lot of work to stabilize them. My tank is more than 2.5 years old and I have few fish for the size of the tank.
I would like you to help me. I don't do water changes. I have Tropic Marin biopellets. Every so often I add bacteria and I have a lot of rock in the tank. In my sump I have a Nyos 220, a biopellet reactor and an algae refuge, more specifically Caulerpa algae. Has anyone been through this and can help me?

Is it a slimy or filmy or fuzzy in appearance? Slimy or filmy could mean it is cyanobacteria.
