Is this hair algae?

Two weeks ago, I started running a schedule for my lights. They come on at 9AM. They go blue from 5PM until 7PM.

I added a wavemaker as well.

Ammonia is at 0.
Nitrite is 0
Nitrate is 2.
PH is 8.2
Salinity is 1.025

I looked into getting turbo snails or hermit crabs.

My tank has been up since early August.

Besides ripping it out. Anything else I can do? Or is this just a new tank phase that will go away?

Yes. you could remove it manual as well just brush it off with a toothbrush and blow the rock with turkey baster
Also siphoning would help

I pulled some of it off yesterday. I'll get an extra toothbrush on the rock when I do tank maintenance.

Turbo snails and tiger conchs will mow it down.
