I’m just wondering do you guys go by the inch of fish to gallon for stocking tanks as I’m wanting a fire fish for my 52 litre fluval evo aswell as my clown fish the clowns are about an inch and a half and I’m looking at upgrading when I move out at the start of next year is this a bad idea? I feel like that’s definitely over stocking any thoughts?
 
The "iches of fish per gallon" is the silliest made up rule in aquarium keeping.

If you have 2 clowns in a 13.5, then the tank is full. Clowns are territorial and can be aggressive and 2 clowns are recommended to be in a 20 gallon, so you already cut the tank size almost in half. The firefish might work or it might not, but to me is not worth it. Good luck
