Yes and yes. Give yourself a litter extra room in though sections if possible. My sump is 22" X 15" X 15" with a ref for filter media

Second baffle is the refugium where I put just rock for more filtration, or could locate other things in this baffle as well?

Other thing??? I have a mangrove in mine with my filter media.

Try not to put too many baffles in your sump. You need one for the tank to drain into. You can put your skimmer in this section and 1 for the return section. Be sure to leave enough water volume room for your drain back when the pumps are off. You can put heaters, reactors and other equipment in the sump. I would avoid putting them in the skimmer section because of air bubbles from the skimmer.
If you want a fuge section you can squeeze that in a 29. A simple led grow light from the hardware store will work for your fuge.
Tank lighting is a toss up. If you are rich, the new name brand leds come will all kinds of fancy settings and a controller. If you dont have the funds you can go with a black box light. Some thing like viparspectra or a t247 will do just fine. Be sure to find one with some sort of control for intensity dimming and auto on off.

I looked at the AI lights, a little too costly for me at the moment, but may change based on how much I can save over the next few months, thank you for the response!

The 3 baffle set up would be fine? Just to clarify I could run 2 skimmers? 1 in the drain section and 1 in the return? Do I need a grow light in the fuge section if I do not plan to keep corals in the fuge? I looked in to the T247 would I need 2 of them, or just center the one and only put low light corals on the sides of the tank?

With regards to PCS, this is why I went with the 75G rather than a 125G, I figure I could move it myself easily enough if I cannot select orders on my same base for shore duty. I figure if I do have to move everything, I will have to sell all my livestock anyway, I doubt I would be able to keep everything alive in a temporary set up until I'd be able to set the tank back up. Is there anything else I should be aware of in terms of when/if I have to move as far as the tank is concerned?

For the sump I planned on doing the 3 sections, I will have to figure out a grow light for the fuge. Might as well get a decent one if I'm going to put one in there.

Thank you for the help. Really just trying to make sense of all this before I buy or do stuff that is unnecessary.

Second thought, I may just bite the bullet and get 2 Hydra 26's. the others I was looking at look cheap and to my understanding, you get what you pay for with LEDs.

You can certainly get less expensive lights but you can also get more expensive lights. I’ve enjoyed AI customer service and their products in all aspects of ownership.

Between @HotRocks and I (local friends) we have 9 Hydra 26 HD, 3 Hydra 52 HD, and three AI prime HD!

Keep all your boxes. Also, let the movers build you a wooden crate to move it. It will be their responsibility if it breaks then. Filing a claim with household good OCONUS uggh...;Nailbiting

Great point, I usually keep 0 boxes haha. I will probably end up keeping the lights with me, then pack everything else. The Movers stole 2 knives from me last PCS which combined cost $500, didn't catch it until months later :(
