Yes, that is live rock, which is usually "cultured" or "cured" meaning it has been seeded with live bacteria.Would that be different than what’s listed on their site here? https://www.toofishy.com/Live-Rock-and-Sand/
(I’m not sure what I’m looking at, so not rhetorical)
This is different from live rock that is harvested from the ocean. You'll find many on this forum and elsewhere advocating for starting your tank with at least a few pieces of harvested ocean rock and/or sand. The theory is that you get a much greater diversity of species this way, and this might lead to a more balanced and stable system. You'll also likely get some hitchhikers, which can be great or not so great.
Personally, I started my tank with mostly dry sand and dry rock, three different bottled bacteria, and some ocean rock and sand from Gulf Live Rock. The stuff from the ocean was loaded with pods, brittle stars, cucumbers, sea squirts, sponges, coralline and macro algae, and who knows what else.
Also -- welcome to R2R! I'm in PA as well, in Lancaster county.
