I will be making a DIY skimmer myself when I get to that stage of my build. There is no need to reinvent the wheel when it comes to skimmers. Find a good skimmer that is rated for your size tank that should give you an idea of the pump size and dimensions of the skimmer. I was happy with my reef octopus skimmer so when I make the new one it will be based on that design just a lot bigger. Also with DC pumps becoming more popular this will give you more flexibility with your pump choices as they have variable speed models so you can tweak the pump water flow.

Skimmer Pump size can not be based on the tanks size. It really comes down to the type of skimmer you are trying to create. This is why I suggest finding a commercially available skimmer to base your design off of. This will tell you what size pump you should need.
