Help w Algae

My system has been up and running for over 2 years now and it's been quite frustrating. If I go low with my nutrients I get Dinoflagellates and if I let them rise I get algae. Currently I have phosphates at .12 and nitrates at 10. I have continually lowered the power of my lighting to the extent where for over a month now I only use T5s 3 hours of the day and my LEDs ramp up to only 50% blues with almost 0 % on red white green. I have and extensive clean up crew w 4 urchins, over 50 snails (almost all are very large trochus and turnos, about 15 hermits and several other various critters. I have a purple tang, fox face, starry blenny, and tomini tang. The display is 160G with a 40G sump and includes filter pad, oversized skimmer, refugium and Rowaphos GFO. This nuisance algae slowly but surely grows over corals to their slow demise. Any tips to fix this?
