Yes, I do believe so. It looks common to longspined porcupine puffers. Have thy appeared recently?

I purchased him like this a week ago. The shop keeper said it was normal but a friend of mine says it’s definitely a fungal growth

They can stretch different parts and spines don't settle back as before all the time. The spines also continue to grow.
