I removed the rocks with it and used hydrogen peroxide and scrubbed all or most of it off. The algae was fine for a couple of weeks and now it seems like it’s coming back. Is this calothrix again? And what should I do? My nitrates are about 10 and phosphate are about .25... I had a velvet outbreak so i am currently fallow so I don’t want to introduce anymore inverts or CUC.

Phosphate is to high. Start running gfo and keep up with weekly water changes. It will go away eventually.

Or a fuge may help if you don’t want to run gfo

Let the tank stabilize naturally and don't change anything. If the algae gets really bad remove it mechanically. If you want to dip in peroxide that's ok.

Whatever you do, do not let it die off in the tank because it will just continue the cycle of suck. Look at this way, you are exporting whatever it is that is off by mechanically removing it.
