Herbie metheod plumbing gone wrong

Ok here is the run down I plumbed my 40 gallon breeder the same way i did my 90 gallon. Except this tank water level changes periodically and Early this moringing it was flooding over the top, so what am I doing wrong?? Have a mag 9.5 as return pump 1 1/2 main drain with gate valve and a 1 1/2 back up drain. same sump i had for the 90 gallon that ran the same stuff.
