High nitrates and phosphates but no algae? Why not?

I would be right on board with the ATS theory... If it maintained available nutrients 0. I don't buy that algae won't grow in places where conditions are right just because there are somewhat better conditions somewhere else. It could be that the algae in the ATS consumes trace elements required for further growth I guess, but I would think that would eventually limit algae growth in the ATS and the corals also.
