I am sorry but this is Totally confusing as to Function. The photo does little to simplify . I am interested but need much more explanation and photos with respect Wally
 
sorry for the lack of detail........

Your skimmer should have a drain port at the base of the collection cup. Typically the plugs stay in place and you empty the collection cup. This design attaches a hose to the drain port and run that to a bulkhead in the skimmate container

I installed a similar thing after my HOB overflowed ran down the " non drip leg " cord and preceded melt my power bar . Its just an open cut up trash can that can hold all the water that the skimmer could pump out . Its no accessible for maintenance purposes . A very cleaver idea
