You can start threads like you have here, but I don't believe anyone but a moderator can create a new forum.

Are you talking about making a new post, or a whole new forum section? You can make new post freely and wherever you want to. New forum sections? No only the site owner/Mods (I believe mods can) can make new forum sections.
