How full should my bio pellet reactor be?

So, my tank came with a Bio Pellet reactor that was already running. I think I need to add more pellets, but am not sure. How full should the reactor be?

I heard I should add ~1 cup of new pellets at a time until it it is at a good level. Is that what most of you do?

Start with 1/4 to half of the final volume for your tank initially and ramp up. These can crash a tank so go slow.
