How to keep outlet off after power failure - Apex

I have a Neptune Apex Fusion based controller, with the EB832 power bar. I do not make use of the 12V aux power and also have no UPS. I have Power Monitoring OFF:

It is my understanding from several posts that if I add this line to the end of my return pump program:

If Power Apex Off 003 Then OFF

it would delay the outlet from being turned on after power has been restored to the apex.

That is not the behaviour I observe. It seems like the events that occur is as follows:
  1. I unplug the Apex from the wall and everything goes out - as expected.
  2. I wait 1 minute
  3. I plug the Apex back into the wall outlet.
    1. The return pump outlet is turned ON - NOT as expected
    2. A second or two later it is turned OFF again - NOT as expected
    3. After 3 minutes the Apex turns it ON again - as expected
I do not want the outlet to come online for those 1-2 seconds when power is restored - I want it to stay 100% OFF until the 3 minutes have passed. What am I doing wrong / misunderstanding?

Set ON
If FeedB 030 Then OFF
If Power Apex Off 002 Then OFF

The delay to turn back on can be done with a defer statement. Below will turn off immediately if the power goes out and then wait 3 minutes before coming back on when power is restored. The defer below applies to any conditions you have set above it to turn the outlet off.

If Power Apex Off 000 Then OFF
Defer 003:00 Then ON


I have my apex power bar connected to an UPS and I have it programmed to turn off all non critical loads except the return pump when there is a power loss from the wall outlet. I also have a delay of 1 minute before shutting off outlets so that only longer power outages trigger shutdown and not quick power drops which is done with this statement

Defer 001:00 Then OFF

You can have both a defer for on and a defer for off in the same configuration.
