How to Start a Frag tank?

I'm thinking of using a 20 gallon long, Aquaclear 70 filter, not to sure what kind of rack to make/buy. Also, Can I use old tank water and skip the cycle? Or would I need to put some live rock from my display there?
 
You will need to establish bacteria in your filtration. Adding water and live rock alone will not work. You most likely would start a cycle. The rock would help with the cycling process.
 
Do you have a filter sponge in your DT? If so wring it out into the frag tank and that should give you an instant cycle.
 
Seed is amazing. Got our frag tank up and running and supporting life in about 12 days
