Looks like Ulva. Had it all over my rock work at one point. Picked at it and picked at it. Rocks I could get out I scrubbed after treating with peroxide. It eventually worked it way out over time. I had it for about 4 to 6 months.
I second Ulva sp. or Ulvaria sp. commonly referred to as "Sea lettuce" for the green "leafs". There is however some mucus/slime and other discoloration which might be easier to identify under white light or even better a microscope.
Ulva/Ulvaria spp. likes to grow on damaged coral tissue just as many other algae types. I assume localized nutrient spikes caused by the decaying coral tissue help with its growth. Most herbivorous fish love it and will get rid of it for you, but you can also use tweezers to get it off the coral. I struggle to identify it, is it a Stylophora? There are no white tips, it might be stalling in growth for some reason (e.g. low alkalinity, calcium, magnesium or missing trace elements). If you manage to nurse it back to health the algae problem might be resolved as well.
