How long until my "not aggressive" long time Sail Fin Tang stops bothering my just added Yellow Tang? I have pictures of other Sail Fins taped to the tank, but he's just not interested.

Depends... Maybe never. You may need to decide how long you want to tolerate the bullying (hoping it settles) before you rehome a fish.
