I'm into my 4th week... I either haven't cycled or I cycled and missed it... can I put corals on and around my reef in the making?.. what would my next steps be

So my live rocks that are in my tank.. I can put corals on and around it.. or should I have gotten a different kind? And what would my next step be.. I either missed my cycle or it hasn't happened... I was told to put in two blue green chromis and still no cycle unless that's what the brown stuff is that's on the rock now...any and all advice will be taken
 
And it's been about 4 weeks
You can put corals in it and on it. Check your water parameters and if all are in the clear your tank is cycled.
What all the rock in the tank dry before you put them in?

here is mine... 40 breeder 7 months into the hobby, coraline all over everything, most corals have grown a lot since their additions, bought everything as small frags.
