Is a steel brush ok?

The title was supposed to say Steel Brush. When I glue a plug to live rock, I have to brush off the surface algae, etc. to get it to stick. The toothbrush I use doesn't always work well enough. Would it be safe to use a small steel brush inside the tank. I suppose it is possible a bristle could fall off when I am using it too.

I just got a stiff nylon brush for doing stuff in the tank and it works well for cleaning some equipment. If using a steel one I would probably take the rock out and scrub in a bucket of saltwater and rinse well.
