Been watching this patch inside of some GSP for the past couple of days. It doesn't move and doesn't close up after lights out, and seems to be sitting on top of the base and not part of it. Is this some type of sponge, or something else?

Yes- poriferan sponge and can get evasive
Via syringe, inject a little vinegar into it and it will be stopped
