Is this an Oregon Tort?

I've had this in my tank for just about a year, bought as a 1/2 nub frag for $8 and was wondering what it is. Thought it was an Oregon Tort when I purchase, but it grows pretty fast.

Look more like a Cali blue then the Oregon blue to me. This is my Oregon

Not the greatest pic but its more of a royal blue then a regular blue color.

Oregon is also a very slow grower the Cali grows a lot faster.
