Are any of the others scratching? Your Tank water has a lot of particulate matter floating in it so it's hard to diagnose. Is it always like that? Can you get a vid with the water clearer and one of your other fish?

Flukes are more than scratching as some fish such as blennies habitually scratch however one sign is heavy breathing but heavy breathing is a sign of gill disease which can be velvet (Not visible on the is fish). Other signs will be loss of appetite, gills red or swollen, loss of color, sudden darting or flashing and yawning as examples
Treatment if you see similar symptoms would be to dose at 85% of recommended and allow it to work for 8 days, change water and apply one more application lasting 8 days and do add an air stone as Prazi lowers both oxygen and appetite which may be the case or part of it

I don't think this is Flukes. In your second Video, I see what looks to be Ich on the Tailfin of the Cowfish at the 12 second mark.

The fish breathing fast
There is so much floating debris, making it hard to pinpoint what any of these fish may have. Cowfish shows a couple of spots but hard to confirm again with suspended particulate matter

Are they all eating? Usually with Ich appetite starts to go. Do you have any inverts or Coral? CopperPower or Coppersafe will kill them.

Not eating indicates Ich. I would treat them for that. You will need a QT Tank because a Copper Treatment will ruin your live rock and the Tank will need be Fallowed for 60 days so your QT Tank will need to able to accommodate that.

I see evidence of ich and sorry for confusing input here. Best treatment in a separate tank is chloroquine Phosphate or General cure for this type of fish. Lack of eating does not indicate ich as flukes , stress and this species of fish are also indicators. I hate to say but this is a fish that personally should not be sold in the hobby. When I had my LFS, I quickly found that out. Same applies to boxfish

Do not- use a separate tank and preserve the rock and any coral and inverts within the display tank
