Is this green cyanobacteria?

Is this green Cyanobacteria, and it could it be what's causing my hammer to be irritated? I have had red cyanobacteria a few months ago but was resolved. All my other corals are doing great, except the hammer that is on the same rock as the algae. My urchin and snails don't seem to be cleaning it up at all.

Here are my parameters:

Temp: 78.4
PH: 8.4
Salinity: 1.025

Cal: 480 ppm
Mag: 1350 ppm
Alk: 9 dKH

Ammonia: 0
Nitrite: 0
Nitrate: 5 ppm
Phosphate: 0

I’ve been battling green cyano for months now. I have tried manipulating my N03/P04 ratio, redirecting flow and most recently turning my whites way down. I blow it off the rocks daily but it’s not affecting my corals at all. It only grows in the spots that are not yet covered in coralline. Curious as to what you’ve tried? I do not plan to use any chemicals for it, just patience.
