Is there anyway to control the Kessel 360WE with a Apex classic?
If so, how do I hook them up to it?
 
You need a Kessil-to-Apex cable. You can buy it at many online retailers:

The cable plugs into an Apex 0-10v VarSpd port, either on the Apex base unit or on a separate VDM module. Each of the VarSpd ports contains two channels. VarSpd1 controls the color spectrum, and VarSpd2 controls the brightness.

If you search the Neptune Community Forum for "Kessil" you will find a lot of programming examples.
