Dumb question, but would something like this work for a 10 or 20g frag tank? If not, why?

It has a lot of light that will be pretty useless to the coral. White light, especially warm white, has little to no benefits for growing corals. Zooxanthellae contains Chlorophyll A and C, which both have a peak absorption wavelengths in the blue/violet area (430nm and 447nm for the blue range).
