LED Heatsink Help

I'm working on a DIY light for my algae scrubber. It will have 7 Cree Photo Reds and 1 Royal Blue. For the heatsinks, do I need the bigger enclosures with the fins or can I just use aluminum tubbing? I assume I would need a fan for either one. What's your thoughts?

I have a small heatsink with fins, but do not use a fan. Im running 5 leds at 100% and don't have any heat issues. Also, don't really care if I burn a led out, I'll just replace it.
