LFS owner said tap water fine for new build?

An LFS owner was talking to me about new tank builds (as I will be setting one up in about a month) and told me that even with live rock or sand, it is fine to fill the tank with tap water and then add the salt.... wouldn't that potentially kill the good bacteria on the live rock/sand and make cycling more difficult or is this actually okay?

I planned on using my new RO/DI system when the time came, but was curious if this was legit...

Adding chlorine and freshwater to your live rock and sand completly defeats the point of buying them in the first place it will kill everything in the sand and rock. Mix the water first make sure its ready then add rock and sand

Thanks all. That's what I thought. He said some other questionable things as well... definitely hoping to find a better shop.
