Lighting placement and intensity

How high of intensity my light should be if it's place above my tank at 22 inches from top of my tank. I have this leather coral that has been slouching ever since I got him 2 weeks ago. And his based died off so I had to move him to a lower flow to see if that's the problem. But everything else is flourishing but my leather. I have been setting up the intensity in my lighting in the 20s for white and blue. Is the lighting supposed to be at 100 percent intensity? I have attach a pic of the set up.

Ph at 8.0
Ammonia at 0
Nitrite at 0
And nitrate between 10 and 20 ppm
Alk at 1.022

Think I had mine at 12" and 20 white 60 blue when I was running black box
