Lights for 28 gallon

I have a 28 gallon 24 inches across reef tank and am currently running two ecoxotic panorama strips. I want to upgrade but would like to stay under 400 dollars. I currently just have a few SPS corals but intend on this being a fully stocked reef tank...so the lights must accommodate that. What lights (preferably LED) do you think would be best for this tank with my budget. Thanks so much for your advice, I really appreciate it! :)
