It depends on the age of the tank and how it is maintained. I keep a pair of mandarins, a pair of scooter bleenies, a pair of bluestripe pipefish, a dragon-faced pipefish and a few other pod eaters, and I have never bought a pod in my life. But my tank is old. A newish tank wouldn't fare as well without adding pods.
 
If it didn't have a sand bed or almost any live rock, maybe, but with a sand bed, live rock, and being a mature system, it should be just fine, probably even for two, provided there weren't lots of other copepod eaters around.
