where are you located? can you post a pic of the ballast and fixture with a bulb in it and fired up? i am in eastern NC

Try to be nice , but please consider for others. When I spent half an hour + taking pictures as required, and confirmed my responsibility if damage due to shipping, you are just saying "Worried about Damage"? Why not saying that at beginning? Consider for others' time. Do not play tricks on others.
