Most of my sps grow fast, except this 1 frag of sunset mille. I have it for 10 months and it grows very slow (it has encrusted on the rock). is this common?
I have another mille that I don’t know the trade name and this one has doubled in size in 6 months

What the flow and lighting differences between the two? I just have one small frag and it's growing albeit slowly, but it's high up and getting the best flow in the tank. I've started doing some reef chili the past week. No idea if that's helping, but it's starting to encrust.

What's your parameters?
 
Alk: 7.3, Ca: 420, pH 8.2-8.4, N and P are very low. Flow is similar, placement is mid of the tank. I am move the slow grower to another part of the tank to see if helps

If nitrates and phosphates are low, I'd try increasing them. Mine have gone on a growth spurt and coloring up since I've gotten phosphates up above 0.4 and nitrates in the 8ppm range. I also run my alkalinity at around 10-11 though. I finally got a Hanna ulr phosphorus checker and that helped me get accurate readings.
