Mortality rate?

I've had what seems to be high mortality in small shrimp, sexy and Pedersons. Is this normal? My LFS doesn't carry them and won't special order inexpensive organisms so I have to buy them on-line. Do I need to wait till my tank is older (my nano is 4 months now).

PS I also can't keep cherry shrimp in my freshwater tank. Yes, I checked to make sure my tap water doesn't have an copper.
