I have a frag tray here with a good amount of zoas that have grown over it. Is there any successful way of removing them from where they are and attaching them to rock/frag plugs?

First where glasses and rubber gloves.
As randomfishdude said, take an exacto or razor blade and scrap them off. Then you can glue them to plugs or rocks. Before gluing them down put them on a paper towel and dry off the slime coat. This will help with the glue sticking to their stalks.
