Can two small seahorses be kept safely with a weekly monitored 5 gallon Fluva tank? So long as they are the only things in there to have their live fed food? Do they still need a protein skimmer?

The ONLY seahorses that can be kept in a 5g tank are dwarf H. zosterae seahorses and you could keep up to about 50 in a 5g tank. Size wise, you could put 3-4 dwarfs on a silver dollar.
Standard seahorses should have a minimum of 30g per pair.
